Send it to a authorized Vacheron Constantin dealer. With the year not changing it probably means the watch movement needs a cleaning or theres something wrong with it.
Personally i wouldn't go for the local jeweler, many times they're not professional watch makers and could screw up the movement, scratch it up etc. An authorized Vacheron Dealer would probably send it to someone who is used too and skilled with repairing and diagnosing problems with a watch of that quality.
